Why is Vermont Service Center Slower?

My wife and I are trying to get her green card converted from 2 year temporary permanent resident status to 10 years. We have done all the biometrics and paid all the fees. The VSC received I-751 or CR189 petition to remove conditions  placed on her permanent residency in mid November.

The USCIS national goal for processing time is 6 months, but the VSC falls short of meeting that goal according to the USCIS website. For some reason, the Vermont Service Center takes an average of 8 months to handle the Removal of Conditions on permanent residency. I would like to know what is so time-consuming about the process. We are happy and everything has gone smoothly. I guess the USCIS service center loads must be very high volume.
